It is argued that more funds should be allocated to roads and motorways rather than to public transport systems. I am in complete disagreement with this opinion.

On the one hand, I can understand why spending money on road networks gains the support of many people. Their view is that better road quality would increase the levels of safety and ease traffic congestion. Firstly, the better quality of motorways means a considerable decline in road mortality and injury rates. This is justifiable since the roads in some countries are fraught with holes and obstacles, plaguing people with danger and insecurity. In this sense, the amelioration of poor road infrastructures would ensure the safety of travellers. Secondly, expanding roads and building more motorways are believed to curb traffic jams. Traffic congestion is a major concern in big cities where massive numbers of vehicles travel on the road during hours of peak demand. This vexed problem could be tackled as wider roads provide maximum travel time in free-flowing traffic.
However, I would argue that spending on public transport is a better investment for a few reasons. Compared to vehicles, high-capacity public transit modes can accommodate a larger number of passengers at a time. This could be exemplified by integrated and expansive public transport networks in Australia. Recent estimates indicate that each train on Sydney’s railways removes approximately 1000 cars from its roads. Therefore, a modal shift from private to public transport would tremendously alleviate urban congestion which has been considered as one of the productivity bottlenecks in developed economies. Moreover, efficient public transport systems are a contributor to a cleaner environment. By removing cars from streets, public transit plays a pivotal role in the abatement of carbon emissions. Not only does this reduce air pollution, but it also mitigates the effects of climate change as a whole.
Based on the above-mentioned arguments, I acquiesce in the view that money should be invested in public transport systems rather than road networks.

Comment :
This essay is very well written. There is no serious mistake in terms of grammar and word choice, in my opinion. However, I have my reservations about the task response, as I am not sure if the second paragraph is relevant to the question. In your shoes, I would write a different essay:
· Introduction: I agree that spending on public transport is better than on the road system.
· Body 1: Benefits of allocating the public purse to public transport.
· Body 2: Drawbacks of widening the road system. 1: This merely encourages the use of private vehicles. 2: In some cities, land is scarce, so building more roads is far-fetched.

There is no doubt to the fact that public infrastructure and services are in dire need of improvement. The dilemma arises when the administration has to decide which sector is in immediate need of financial aid. The debate on whether government spending should be focussed on the refinement of roads and pavements or should public funds be allocated to ameliorate the public transportation network has been going on for ages. In my opinion, the priority of the authorities should be to raise the quality of the substratum of transportation, that is the thoroughfares.
First and foremost, it is important to understand that public roadways are utilized by the population of the entire nation. As we know, if a local alleyway is not fit for travel, it creates complications in the entire locality. Similarly, when a high road situated in the centre of a metropolitan city is filled with potholes, and the flow of traffic is disturbed, the effect of such inefficiencies is felt by nearly the entire city. Such nuisances are a consequence of second-rate building materials used for paving roads due to the lack of sufficient resources provided by the administration.
Furthermore, expressways are the foundation on which both public and private vehicles are supposed to travel. Thus, if the condition of urban motorways is not suitable for conveyance, then the condition of the vehicles actively making use of such routes is bound to deteriorate leading to a surge in the cost of maintenance of public transport for the government. Moreover, it is an observable fact that faulty roadways need to be repaired more frequently which is a huge burden on government finances.
Although, we also need to acknowledge the substandard state of the urban transportation services in certain areas of the country. However, the development of roadway networks should precede that of the communal transportation system as these streets and highways are the primary modes of passage for the masses.
Finally, I would like to say that, the strength of any structure lies in the base of that establishment. Thereby, before attempting to enhance the means of public transport, we must better the path on which such systems will operate.

The another version:
It is commonly argued that more proportion of funds should be allocated to building expressways or road networks rather than spent on establishing efficient public transport amenities. From my viewpoint, I strongly oppose to the notion as my objection will be backed up with several convincing reasonings.
First, the adamant fact that urban population rises dramatically as the urbanisation is a ubiquitous trend. In view of urbanisation, people relocate or flock to the metropolitan cities to eye on abundant job opportunities and result in high social mobility. Thus, more people are in dire need to use private vehicles as primary mode of transportation. Nevertheless, the roads and pavements in most cities are in dilapidated condition plus overpopulation as these problems trigger the needs of governments to inject fund into road maintenance, and possibly expands the road networks. In fact, the rise in urban dwellers is diminishing the availability of land use due to its scarcity, and worse condition looms as the severe traffic congestion occurs. Besides, the ultra-population among urban cities is unable to be accommodated even though via expansion of roadways as it may impact on environmental aspect such as increase in CO2 concentration among mega cities. As consequence, it affects the environmental sustainability; thus, the opportunity is presented for the public to prefer public transport soon and later.
On the account of reaping the advantages of using public transport, in fact, governments should prioritise their action on upgrading the overall facilities of public transit. This can be done by increasing the frequency of rails and buses to fetch passengers as more feasibility of public transit will encourage the willingness of public citizens to use them for transportation purpose. For instance, there are free bus feeders available in Klang Valley especially the residential area to enable the residents to head towards nearby railway station. In the meantime, the traffic congestion problem will significantly relieved due to more people shift to public transport. Furthermore, the efficient public transport would play an integral role in alleviating the environmental hazard and public transport adoption should be promoted as one of the decarbonisation efforts. Ultimately, effect of climate change will be subdued as whole if public transport is used extensively by citizens.
To sum up, governments should prop up their efforts in mitigating urbanisation problem by introducing efficiency into public transport system by increasing their funding. Based on these arguments, I support my view that more funds should be allotted in elevating the function of public transport.

More funds should be allotted to purchasing cars and other vehicles rather than relying on public transport as the main travel vehicle is constantly on the dilemma. From my viewpoint, I am not on the same page with this notion.
As the trend of urbanisation rises tremendously, many people tend to relocate to urban area provided that abundant job opportunities are available. Due to increasing population, the high frequency of urban mobility drives the traffic congestion significantly. Subsequently, this problem is further aggravated when most urban citizens prefer to buy motorcars or motorbikes as their mode of transportation on a convenience basis. As consequence, the exhaust gases and striking horning sounds due to the excessive use of physical vehicles result in various pollution such as noise pollution and air pollution. In the meantime, the concentration of CO2 in the atmosphere elevates, and because of that, people are suffering from physical and mental severances which pose heavy burden on the healthcare system. Therefore, the public transport use will curb the consumption of physical vehicles in further deteriorating environmental hazard.
Besides, the overconsumption of motorcars and motorcycles especially in metropolitan area may pose public citizens at risk to face hazardous road condition. As supporting fact, the fatality rate associated with car accidents surges upwards dramatically. For instance, in Bangkok, one person dies of car accident on average 20-minute interval. Thus, the alarming death rate should raise the awareness of people in using buses or trains as the alternative transport mode to mitigate the problem. Furthermore, the decrease of car or motorbikes transport will abate carbon unwaveringly besides has a profound impact on declining the mortality rate. This approach is believed to delay the overshooting target of 1.5 degrees Celsius increase in global temperature according to the Paris Agreement. Hence, the use of public transit system is certainly a feasible remedy in preserving environmental sustainability.
In conclusion, the advantages of using public transport are always outnumbering the adoption of physical vehicles for transportation purpose. To encourage this act, governments and policymakers should clean up their act in designing an effective policy to control numbers of cars and motorcycles on the road.
