Band 7 Sample Answer for Writing Task 2 Question – Government can Control the Population Through Taxes
It is evident that many countries are facing a significant increase in population, leading to various challenges on Earth. Some argue that the government should raise taxes for families with more children than a specified limit to address this issue. While I acknowledge that this approach may have some negative impacts, I believe it brings more benefits than harm.
On one hand, there are valid reasons why imposing higher taxes might cause inconvenience. Individuals have the right to make independent decisions about their personal lives. Additionally, such a policy could widen the gap between the rich and the poor, as wealthier individuals may surpass the limit by using their financial resources. Alternative solutions, like education and free contraception, could also be more effective. Thus, there are drawbacks to this idea such as the gap between the rich and the poor.
On the other hand, increasing taxes is a practical method for governments to control population growth. Governments have the authority to make decisions to address practical problems. By implementing higher taxes, people may be discouraged from having more children. For instance, China successfully controlled overpopulation through this method. This illustrates that governments can effectively manage population issues through such measures.
In conclusion, governments possess the authority to take necessary actions to curb excessive population growth. Despite some drawbacks, I believe that increasing taxes significantly is a beneficial solution to address overpopulation.

Band 8 Sample Answer for Writing Task 2 Question – Government can Control the Population Through Taxes
Population is rapidly increasing in many countries, leading to various global challenges. Consequently, there is a growing belief among many that the government should impose higher taxes on families with more children than a specified limit. While I acknowledge that this policy may have some adverse effects on human life, I believe its overall impact is more favorable than harmful.
There are valid reasons why raising taxes could pose challenges. Firstly, individuals have the right to make independent decisions about their personal lives, and influencing them becomes a complex matter due to their freedom of choice. Secondly, there is a concern that increasing taxes may widen the gap between the rich and poor, allowing wealthier individuals to cross the specified limit through financial means. This disparity could lead to significant discomfort among people from different economic backgrounds. Additionally, governments have alternative solutions to population control, such as advertisements, education, and the distribution of free contraception devices, which may be more effective. Thus, it is evident that there are drawbacks to the proposed idea.
On the other hand, increasing taxes emerges as one of the most efficient ways for the state to manage population growth. Governments, being the authoritative bodies, have the power to make crucial decisions when faced with practical problems. Moreover, the implementation of intensive tax hikes may discourage people from having more children, as exemplified by China’s successful application of this method to control overpopulation. This is a sensitive matter, involving personal and cultural considerations. Many individuals believe that it’s not within the purview of the state, asserting their right to make decisions about family planning independently. Consequently, it seems that the most effective approach would involve persuasion rather than compulsion. Education plays a crucial role in illustrating how a smaller family size can enhance the quality of life for its members while alleviating strain on the country’s often limited resources.
Conversely, persuasion is the preferred method. If this approach proves ineffective within a reasonable timeframe, alternative measures might be considered, such as providing tax incentives or child-benefit payments exclusively to small families. These measures fall between persuasion and compulsion on the intervention spectrum.
While it is necessary for governments to address population control, they should prioritize persuasive efforts. It’s crucial to acknowledge the delicate nature of this issue and recognize that attempts at social engineering can create as many problems as they solve.
